Advisory regarding plagiarism

"When does plagiarism occur? Is there an established percentage, a rule of thumb, a saturation point that we can use to determine when plagiarism has taken place? Or is it simply that "plagiarism is plagiarism"? The answer may lie somewhere between the stark (and perhaps too simple) dictum and the convenience of ready-made measures. In most cases, the dictum can be applied appropriately: plagiarism is plagiarism. However, there are in fact degrees of plagiarism: one can steal an entire paper, or a section of a paper, or a page, a paragraph or a sentence. Help with conversion to PDF is available for this conference

The current IEEE requirements for PDF are enforced by this manuscript submission system. All conference articles submitted for inclusion in IEEE Xplore must adhere to the IEEE Xplore PDF specification for compatibility. These requirements may be somewhat relaxed during the collection of draft manuscripts. Therefore, each accepted manuscript must be resubmitted during the final manuscript collection phase even if no editorial changes are necessary.

IEEE PDF eXpress is a free service to IEEE conferences, allowing their authors to make IEEE Xplore-compatible PDFs (Conversion function) or to check PDFs that authors have made themselves for IEEE Xplore compatibility (PDF Check function). It is not a manuscript submission system. You still have to submit your PDF using this Web site.

The PDF eXpress service is located at Use 48073X as the Conference ID. Follow the steps outlined below for conversion and submission:

  1. Create your manuscript(s)
  2. Proofread and check layout of manuscript (it is highly recommended that you do this BEFORE going to IEEE PDF eXpress.)
  3. Login to your IEEE PDF eXpress account:
    • Authors who use it for the very first time ever: Create IEEE PDF eXpress account
    • Authors who already used this service for another conference: When you click "Login", you’ll receive an error saying you need to set up an account. Simply click "Continue". By entering your previously used email address and password combination, you will enable your old account for access to this new conference.
    • Returning authors: simply log in using your active email and password that you used when registering in that system.
  4. Upload source file(s) for Conversion; and/or PDF(s) for Checking.
  5. Use IEEE PDF eXpress to attain IEEE Xplore-compatible PDF(s). The site contains extensive instructions, resources, helpful hints, and access to technical support.
  6. Download converted PDF file or receive it by e-mail as a file attachment.
  7. Submit IEEE Xplore-compatible PDF(s) using this conference submission system. Write down your manuscript number and password for reference and future access to your manuscript.

IEEE PDF eXpress converts the following file types to PDF:

  • Rich Text Format
  • Freelance
  • (La)TeX (DVI and all supporting files, note that PNG images are not processed by DVI at this time)
  • PageMaker
  • FrameMaker
  • QuarkXpress (include all supporting files unless binaries are embedded in the document)
